Elissa Slotkin
U.S. Senator from Michigan
Elissa Blair Slotkin was born in July 1976 in New York City. She earned an undergraduate degree in sociology from Cornell University, and a master’s from Columbia University School of International and Public Affairs.
After graduate school, she was recruited to the Central Intelligence Agency. She is fluent in Arabic and Swahili, and served three tours in Iraq as a CIA analyst. During the George W. Bush administration, she worked on the Iraq portfolio for the National Security Council. She worked for both the State Department and Department of Defense during President Obama’s administration. She was acting assistant secretary of defense for international security affairs for two years.
Slotkin left the Defense Department in 2017 and moved to her family’s farm in Michigan, and opened a consulting business. She has served on the Transatlantic Task Force of the German Marshall Fund and another German foundation.
Slotkin was elected to the U.S. House of Representatives in 2018. She won a seat in the U.S. Senate in 2024.
Slotkin is divorced from David Moore. She is Jewish.

Senator Elissa Slotkin of Michigan introduced legislation to provide guidance for the use and implementation of artificial intelligence (AI) in the Pentagon, particularly as it relates to autonomous and nuclear weapons. The AI Guardrails Act would require human authorization for any autonomous weapon to attack and it would block its use for nuclear weapons or mass domestic surveillance.
Senator Slotkin said, “Congress is behind in putting left and right limits on the use of AI, and the first place to start should be at the Pentagon.”
She added, “AI is going to shape the future of America’s national security and we must win the AI race against China. But to do that, we need action that puts limits on AI in the Department of Defense. This is just common sense.”
Senator Slotkin claimed her bill aligns with President Trump’s AI Action Plan for the Pentagon, but that “some military command decisions are too risky and too consequential for machines to decide.“
